E-Logic Inc. seeks an experienced CPIC / IT Portfolio Management Analyst to support OESE at the U.S. Department of Education. The role serves as a subject-matter expert on investment management, delivering guidance on CPIC processes, business cases, and compliance with federal guidance.

Remote (U.S. based) with limited travel to Washington, DC. Responsibilities include leading investment performance discussions with senior leadership, managing budgets and EVM analyses, developing OMB 300/53

Qualifications

Bachelor's degree in IT, Business, Public Admin, or related field.
5–7 years in managing or advising IT investment portfolios in a federal setting.
Experience with CPIC processes and OMB 300/53 reporting.
Proven ability to perform ROI, AoA, Fit/Gap analyses on federal IT programs.
Proficiency with MS Office, SharePoint, and Folio data tools.
Ability to produce accessible deliverables (Section 508) in Word/PowerPoint/Excel.
Excellent written and verbal communication; U.S. citizenship or LPR; able to obtain suitability.

Responsibilities

Lead analytical engagement and serve as primary contact for OESE on investment performance.
Support CPIC lifecycle including budget, EVM, and OMB 300/53 development.
Develop and validate business cases and investment charters.
Input monthly/quarterly updates to Folio and assist with OMB 53 submissions.
Conduct in-depth investment analyses (ROI, AoA, Fit/Gap) with stakeholders.
Prepare monthly portfolio reports, quarterly briefs, and annual reviews.
Respond to data requests from IAMT; ensure alignment with FITARA/EPLC/OMB A-11.
