Job summary

Magnus Management Group LLC seeks a Financial Analyst - IT Investment Management / CPIC Support to provide financial expertise in budget formulation, capital planning and investment analysis for the CEC IT Investment Management Program.

Collects investment data, conducts financial reviews, and produces analysis and reporting ensuring compliance with the Clinger-Cohen Act and FITARA. Supports CPIC requirements and delivers monthly, quarterly, and annual Investment Management reporting.

Qualifications

• Bachelor's degree in Finance, Accounting, or related field.
• 5+ years in financial analysis, budget formulation, or federal IT investment management.
• Working knowledge of Clinger-Cohen Act, OMB Circulars A-11/A-130, and FITARA.
• Experience with AgMax, 1OCIO, or comparable federal systems.
• Proficiency in Excel, PowerPoint, and SharePoint.
• Strong communication skills for executive-level presentations.
• Minimum 1+ year in federal government projects.

Responsibilities

• IT Investment Management: Prepare IT capital investments per OMB/OCIO; support data calls and IT budget submissions.
• Investment Portfolio Reporting: Maintain a portfolio of IT business cases; prepare quarterly submissions and cost analyses.
• Risk Management: Maintain and improve the CEC Risk Registry; document program/system/financial risks.
• Governance & Reporting: Deliver quad charts and presentations to governance boards; respond to data calls.
• AARs: Plan, review, and route up to 100 AARs/year; track approvals and maintain templates.
• Process Improvement: Support CPIC and AAR process improvements, including AI tool evaluation.
