Job summary

GovCIO is hiring a Training Specialist/Instructional Developer to support analysis, design, and development of U.S. Navy training products.

Located in Pensacola, FL, this fully remote role leads front-end instructional design and collaborates with Government SMEs to transform technical information into structured training content. You will develop learning objectives, scripts, and storyboards, ensuring NAVEDTRA compliance, while coordinating with multimedia developers.

Qualifications

• Bachelor’s degree with 2-5 years of relevant experience or commensurate experience.
• Clearance required: Secret.
• Experience in instructional systems design, curriculum or training development.
• Ability to translate technical requirements into learning solutions.
• Experience developing measurable learning objectives.
• Strong scriptwriting and storyboard development skills.
• Experience collaborating with technical SMEs to validate content.
• Ability to manage multiple products and deadlines in a structured production environment.
• Ability to obtain/maintain required Public Trust access for Navy networks.

Responsibilities

• Lead front-end instructional design activities with Government SMEs.
• Transform technical information into structured instructional content.
• Analyze requirements and map objectives to training needs.
• Write instructional scripts for interactive and web-based training.
• Develop storyboards communicating content, interactions, graphics, and assessments.
• Collaborate with multimedia developers to meet NAVEDTRA standards.
• Facilitate SME reviews and incorporate feedback into products.
• Ensure compliance with NAVEDTRA standards and government requirements.
• Apply instructional design principles and adult-learning theory.
• Organize information into learner-centered sequences.
• Design interactions, knowledge checks, and assessment strategies.
• Work with developers throughout the lifecycle and review outputs.
