Job summary

Digital Harbor Foundation seeks an Operations & HR Director to design and optimize the organization’s HR and operational infrastructure, partnering with the COO to build scalable onboarding, offboarding, performance, and documentation systems.

You will drive equity and compliance, oversee HR policies, recruitment, HRIS and benefits, and lead cross-functional initiatives in a remote-first environment with quarterly in-person meetings.

Qualifications

• Bachelor's degree required; master's preferred in HR, business administration, organizational development, or related field.
• 8+ years of progressive experience in human resources, operations, or organizational management.
• 3+ years of people management and/or team leadership experience.
• Experience in nonprofit, education, or technology environments strongly preferred.
• Demonstrated success building organizational systems, workflows, and documentation from the ground up.

Responsibilities

• Design, implement, and continuously improve organization-wide HR and operations systems, including onboarding, offboarding, performance management, and employee lifecycle workflows.
• Identify gaps in infrastructure and proactively develop solutions through policies, procedures, templates, and technology.
• Establish documentation standards and maintain a centralized, accessible knowledge base for HR and operations.
• Lead testing, refinement, and iteration of systems to ensure usability, compliance, and scalability.
• Serve as senior HR leader and trusted advisor to executive leadership and people managers.
• Develop and oversee HR policies and practices that support equity, inclusion, compliance, and organizational effectiveness.
• Oversee recruitment strategy and onboarding system improvements; ensure compliance with employment eligibility and hiring regulations (USCIS Form I-9).
• Provide executive-level oversight of HRIS and benefits systems; ensure data integrity and inform decision-making.
