Job summary

Defense Logistics Agency is seeking a Human Resources Specialist (Class/R&P) at the GS-11/12 level. The role provides classification and position management advisory services to management and supervisors at a major activity and offers development opportunities at the GS-11 level.

The incumbent analyzes position requirements, organizational structure, and staffing needs, delivering guidance to optimize efficiency, cost-effectiveness, and career development across management levels.

Qualifications

• One year of specialized experience directly related to the position.
• Education substitution: Ph.D. or 3 full years of progressively higher-level graduate education for GS-11.
• Combination of education and experience may meet total requirements for GS-11/12.

Responsibilities

• Serve as HR specialist and focal point for classification and position management advisory services to management and supervisors.
• Provide advisory services to management at all levels on HR issues impact-ing a single function or multiple programs.
• Analyze position requirements, organizational mission, structure trends, costs; advise on classification and structure design.
• Advise management on creating efficient, cost-effective structures that support grades and career development.
• Analyze recruitment and placement actions, considering turnover, funding, and mission to determine staffing needs.
• Provide technical guidance to management on complex recruitment and placement problems.
