Job summary

ICF is seeking an experienced HMIS Manager to lead Homeless Services data systems and operations within a large Continuum of Care. The role combines people management, technical oversight, and operational execution to meet performance outcomes and serve community partners.

The candidate will oversee the HMIS environment, coordinate with the vendor, and drive data quality, reporting, and compliance across HUD requirements and CoC policies.

Qualifications

• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy and Administration, Business, Planning, or a related field; master’s degree preferred; equivalent experience may be considered.
• Professional experience working with HMIS and homeless services data systems, including a thorough understanding of HMIS software requirements.
• Proven ability to manage professional teams and deliver operational or technical outcomes, even in ambiguous situations.
• Strong understanding of data systems, operations, and technical environments.
• Strong understanding of project management methodologies that are relevant to software development and the data management lifecycle.
• Experience with complex problem-solving in data or system-related contexts.
• Experience interpreting data and analytical reports, identifying policy implications, and developing and delivering recommendations to executive leadership.
• Knowledge of HMIS governance, policy, and administration.

Responsibilities

• Oversee day-to-day HMIS operations, ensuring reliability, efficiency, and quality in accordance with contracts and SLAs.
• Ensure data projects and system improvements are delivered on time, within scope, and within budget by following project management practices.
• Develop and enforce processes to maintain system performance, availability, and data quality across the lifecycle.
• Resolve complex technical and operational issues across data environments with HMIS vendor and cross-functional teams.
• Ensure HUD HMIS requirements and CoC HMIS policies are implemented in HMIS.
• Coordinate with CoC HMIS leadership, the vendor, and partners to attain benchmarks.
• Review funder reports for data quality, compliance, and usability.
• Communicate technical concepts clearly to technical and non-technical stakeholders.
• Collaborate with internal teams and HMIS agencies to align priorities.
• Manage and develop a team of data professionals and foster a high-performance, inclusive culture.
• Leverage HMIS to inform resource allocation, improve program performance, and address disparities.
• Align CoC and organizational strategy with HMIS work priorities.
• Provide coaching and development planning.
• Drive continuous improvement in processes, tools, and workflows.
• Monitor system performance and provide updates on vendor performance and data quality.
