Job summary

RELI Group, Inc. in the DMV area seeks a strategic CMS Capture Manager to lead business development and capture efforts within the Federal Health market, primarily CMS.

You will drive opportunity development, client engagement, capture strategy, and proposal execution while partnering with senior leadership and cross-functional teams to expand RELI's federal health business and support long-term growth objectives.

Qualifications

• Federal government-related capture experience required.
• Growth/BD/Capture experience in Federal Health with CMS capture focus preferred.
• Bachelor's degree in a related field.
• 8+ years in Growth/BD/Capture roles.
• Excellent written and verbal communication with executives.
• Strategic thinking to win new business.
• Strong multitasking and delegation abilities.
• Deal Sheet documenting opportunities, wins, losses.

Responsibilities

• Own the sales lifecycle for opportunities in the Federal Health market, focusing on CMS.
• Lead BD and capture strategy development, including market analysis and pipeline development.
• Collaborate with CSO and RELI Health leadership to build a 3–5 year opportunity pipeline.
• Assemble cross-functional teams, set resources, budgets, and timelines for capture efforts.
• Develop win themes and value propositions to strengthen competitive positioning.
• Oversee proposal development, participate in color reviews, and reflect win strategies in materials.
• Collect market intelligence to refine strategies and improve win probability (pWin).
• Present gate review materials to senior executives coordinating resources.
• Attend government and industry events to build client relationships.
• Work with RELI teams to deliver innovative solutions addressing client pain points.
