Job summary

RELI Group, Inc. is seeking a strategic CMS Capture Manager to drive business development and capture efforts in Federal Health, primarily CMS, in the DMV area.

Lead cross-functional teams, manage timelines and budgets, and work with senior leadership to expand RELI's federal health portfolio. You will develop win strategies, coordinate with proposal teams, and build a robust 3–5 year opportunity pipeline aligned with growth objectives.

Qualifications

• Federal government-related capture experience required.
• Ideal candidate will have growth/bd/capture experience in the Federal Health sector, CMS capture experience.
• Bachelor's degree in a related field.
• 8+ years of professional Growth/BD/Capture experience.
• Strong written and verbal communication with executives.
• Ability to manage multiple tasks and delegate as needed.
• Orals/proposals experience is a plus.
• Must be located in the DMV area.

Responsibilities

• Own the sales lifecycle for opportunities in the Federal Health market, CMS focus.
• Lead the development and execution of BD and capture strategies, including market analysis and pipeline development.
• Collaborate with CSO and RELI Health leadership to build a 3–5-year opportunity pipeline.
• Assemble and manage cross-functional teams, budgets, timelines, and resources.
• Develop win themes and value propositions to strengthen client positioning.
• Oversee proposal development and ensure win strategies are reflected in materials.
• Share intelligence on client needs, competitors, and market trends to refine strategies.
• Present gate review materials to senior executives and align resources to close pursuits.
• Attend government and industry events to build relationships and identify new opportunities.
• Work with RELI teams to deliver innovative solutions addressing client pain points.
