Job summary

The Department of Health and Social Services (DHSS) in Delaware seeks a Budget and Program Analyst to support the Delaware Health Care Commission and the Diamond State Hospital Cost Review Board. The role measures hospital cost growth against benchmarks, reviews financial statements, builds financial models, drafts rules, and prepares reports to guide Board decisions.

Telework is available under state policy.

Qualifications

Bachelor's degree or higher in Accounting, Business Administration, Economics, Finance, or related field.
Three years experience in planning, designing, developing, implementing and evaluating fiscal management studies.
Three years experience in budget development with financial data analysis and long/short range planning.
Six months experience in strategic planning with objective mapping and performance measures.
Six months experience in narrative report writing.

Responsibilities

Provides budget analysis and technical support and coordinates strategic planning for divisions.
Monitors fiscal/budget activities, expenditures, grants, contracts, and other approvals.
Analyzes program initiatives and allocates resources for coordination and remedial action.
Plans and conducts studies to identify needs, objectives, and alternative approaches and develops performance measures.
