Job summary

The State of Delaware is seeking a Management Analyst II to conduct studies, analyze data, interpret regulations, and support organizational improvements. Responsibilities include data gathering, trend analysis, and preparing narrative reports to drive informed decisions.

Telework and flexible schedules are available, with opportunities to supervise staff as appropriate. Applicants should demonstrate experience with statistical methods, report writing, and recommendations for process

Qualifications

• Six months experience in conducting studies evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness and compliance with laws and regulations.
• Six months experience in descriptive statistics such as mean, median, mode or standard deviation.
• Six months experience in interpreting laws, rules, regulations, standards, policies and procedures.
• Six months experience in narrative report writing.
• Knowledge of designing studies including goals, data sources, sampling and collection methods.
• Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures.

Responsibilities

• Interviews agency staff, observes work processes and gathers data relating to operations and compliance.
• Reviews, analyzes and interprets data to evaluate compliance and performance against goals.
• Analyzes data and develops solutions or alternative methods of proceeding.
• Analyzes and evaluates effectiveness of operations in meeting goals.
• Provides technical assistance in understanding and developing objectives and controls.
• Studies background material such as legislation and regulatory requirements.
• Makes recommendations for new techniques or procedures to improve methods and utilization of resources.
• Documents findings and prepares recommendations for implementation of new systems or changes.
• May supervise administrative staff as needed.
