Job summary

GovCIO is seeking a Program Manager to lead cross-team, multi-vendor coordination for the VA PGHD ecosystem, ensuring reliable delivery across PGHD apps, Validic, and new integrations. This role requires navigating enterprise healthcare systems and Agile delivery within a remote US context.

The ideal candidate brings 12+ years of program management experience, federal/government exposure, and strong stakeholder management. Up to 10% travel for quarterly reviews is possible.

Qualifications

• Bachelor's degree and 12+ years of experience or commensurate experience
• Experience supporting federal programs or VA/OCC environment
• Experience with health data integration platforms such as Validic or CGM data
• Experience with health data API transitions (e.g., Google Health)
• Experience with native mobile and web product delivery
• Background with PGHD or clinical data sources
• Knowledge of compliance standards and OAuth/CASA workflows
• Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps
• Experience with backlog tools (Jira, Azure DevOps)
• Experience working with distributed, remote teams

Responsibilities

• Coordinate delivery across multiple products, vendors, and teams in a matrixed environment
• Supervise staff with performance oversight, hiring, and development
• Lead cross-functional coordination between VA teams, Validic, and device vendors
• Drive Google Health API transition across PGHD applications and pipelines
• Investigate and resolve data-quality issues across multiple sources
• Facilitate vendor partnerships for new integrations and API updates
• Manage pre-read materials and cross-team action logs
• Oversee release planning and remediation of SQA issues
• Provide oversight of sprint planning and execution
• Serve as liaison across VA digital health programs and product teams
• Manage vendor deliverables and ensure quality standards
• Advise clients on strategic and technical options
