Job summary

Swoon is seeking an experienced Proposal Manager / RFP Bid Manager to support government and public sector RFPs, RFIs, and tender responses for SaaS, cloud platforms, and enterprise software solutions. This role requires independent proposal management, cross-functional coordination, and timely submissions.

You will collaborate with Sales, Solution Engineering, Security, Legal, and Compliance teams to develop compliant responses, maintain content libraries, and drive proposal quality.

Qualifications

• 5+ years of experience in proposal or bid management.
• End-to-end RFP submissions experience.
• Government/public sector proposal experience.
• Experience with SaaS, cloud, or enterprise software proposals.
• Strong writing, editing, and document management skills.
• Coordinating SMEs and cross-functional stakeholders.

Responsibilities

• Independently manage the full RFP/RFx lifecycle from solicitation to submission.
• Lead government and public sector proposals for compliance with requirements.
• Develop schedules, coordinate SME meetings, and manage multiple deadlines.
• Collaborate with Sales, Solution Engineering, Security, Legal, and Compliance teams for information.
• Write, edit, format, and review compliant proposal responses.
• Participate in bid strategy discussions and executive reviews.
• Maintain proposal content libraries and templates.
• Identify process improvements to proposal efficiency and quality.
• Support multiple concurrent proposals while meeting deadlines.
