Job summary

The Employee Connect seeks an experienced Proposal Manager to lead federal government opportunity proposals. This fully remote, full-time role requires managing the development lifecycle from RFP analysis to submission and ensuring compliance with FAR/DFARS and agency requirements.

The ideal candidate has at least 3 years of federal proposal management wins and excels at coordinating cross-functional teams, timelines, and deliverables while maintaining high-quality, persuasive narratives.

Qualifications

• Minimum of 3 years of federal proposal management experience with demonstrated wins.
• Strong knowledge of FAR, DFARS, and major IDIQ/GWAC vehicle structures.
• Exceptional writing, editing, and proofreading skills for clear, compelling narratives.
• Ability to manage multiple deadlines in a high-pressure environment.
• Authorized to work in the United States.

Responsibilities

• Manage all phases of the proposal development lifecycle from RFP analysis through final submission.
• Develop and enforce proposal schedules, compliance matrices, and outlines aligned with RFP requirements.
• Coordinate color team reviews (Pink, Red, Gold) and incorporate feedback into final documents.
• Collaborate with capture managers, pricing analysts, and contracts teams to produce integrated proposals.
• Write, edit, and review executive summaries, management volumes, technical narratives, and past performance sections.
• Ensure all volumes comply with solicitation instructions and evaluation criteria.
• Manage multiple concurrent proposals without compromising quality or deadlines.
• Maintain proposal libraries with resumes, references, and boilerplate content.
• Lead lessons learned sessions after submissions to improve win rates and processes.
• Stay current with federal procurement regulations and agency priorities.
