Job summary

Capital Technology Group seeks an experienced Proposal Manager to support federal government opportunities. You will oversee the full proposal lifecycle from RFP release through final submission, coordinating authors, SMEs, and reviewers to produce compliant, compelling responses.

You will write and edit executive summaries, management volumes, and past performance narratives, ensuring on-time delivery. Knowledge of FAR/DFARS and proposal tools is essential.

Qualifications

• Bachelor’s degree in English, Communications, Business, or a related field.
• 3+ years of proposal management or proposal development experience.
• Working knowledge of FAR, DFARS, and federal procurement processes.
• Proficiency with Shipley or an equivalent proposal development methodology.
• Experience running color team reviews and structured proposal review processes.
• Strong command of Microsoft Office Suite and proposal management tools.

Responsibilities

• Manage end-to-end development of federal RFP, RFI, RFQ, and task order responses across civilian and DoD agencies.
• Apply established proposal processes, templates, style guides, and best practices aligned with Shipley methodology.
• Work with capture managers to turn win strategy into themes, discriminators, and writing guidance.
• Write and edit executive summaries, management volumes, and past performance narratives.
• Develop and maintain proposal schedules, outlines, and writing assignments.
• Lead kickoff meetings, daily stand-ups, and status check-ins with authors, SMEs, and reviewers.
• Guide proposal coordinators, writers, and desktop publishers on assigned efforts.
• Organize and facilitate reviews and maintain a compliance matrix mapped to RFP instructions.
