Job summary

eSimplicity is seeking an experienced and dynamic Proposal Manager to join our Proposal Operations team. This remote role supports Eastern Time business hours and partners with capture, business development, and solution architecture to shape standout proposals that meet requirements and drive growth.

You will lead the full proposal lifecycle for active RFPs/RFQs, coordinate with internal teams and external partners, and ensure compliant, compelling, and winning submissions using approved AI

Qualifications

• Bachelor’s degree in English, Communications, IT, or related field.
• Minimum five (5) years Federal pre-RFP and proposal development/management experience.
• Proven history supporting large, complex Federal proposals.
• Demonstrated experience leading prime Federal IT systems development proposals greater than $50M.
• Strong Federal proposal writing and editing skills.
• Ability to create original content using interview, research, and AI tools.
• Organize material, quickly assimilate information, and lead proposal teams.
• Excellent written and verbal communication skills.
• Exceptional attention to detail and time management.
• Experience leading large multi-partner teams and adapting communication styles.

Responsibilities

• Lead the full proposal lifecycle for active RFPs/RFQs and ensure milestones.
• Track amendments and update proposal materials accordingly.
• Review and interpret solicitation requirements, instructions, and evaluation criteria.
• Create and distribute schedules, outlines, compliance matrices, and kick-off decks.
• Ensure templates and responses are compliant, compelling, accurate, and aligned with requirements.
• Lead team reviews and provide actionable feedback to mature drafts.
• Coordinate with capture, business development, and solution architecture leads.
• Use approved AI tools for baseline content and compliance checks.
• Support proposal orals logistics and participant preparation.
• Manage multiple proposals in a fast-paced environment while ensuring quality.
