Job summary

GovCIO seeks an experienced Management Solution Architect to advance growth initiatives within its corporate growth organization. The role focuses on developing management-related solutions, win strategies, and the “why us” story for federal IT proposals without direct customer interaction.

Fully remote within the United States, the position requires 8+ years in management solutions, strong proposal/content experience, and deep knowledge of federal procurement processes and contract vehicles.

Qualifications

• Bachelor's degree with 8+ years experience creating management solutions aligned to best practices and demonstrated leadership on prime, competitive Federal IT proposals.
• Ability to analyze solicitations and synthesize customer requirements quickly to inform management solution elements.
• Own one or more sections of a Federal proposal and tailor content with SMEs.
• Write, review and craft proposal sections across topics and domains.
• Excellent communication and collaboration skills with internal stakeholders and team members.
• Understand Federal procurement processes and contracting vehicles (e.g., Alliant 2, CIO-SP3, GSA Schedules, VA T4NG).
• Apply think-draw-write approaches to content development.
• Balance attention to detail with rapid, high-quality content production.
• Ability to adapt to feedback and drive winning proposals.
• Humility and openness to alternative ideas.

Responsibilities

• Lead activities to architect comprehensive, management-focused solutions for large federal IT programs (e.g., $100M+).
• Create high-quality proposal content for approach elements like transition, PM, recruiting/retention, and IT performance/quality management.
• Collaborate with graphic artists to design proposal graphics and slides that depict processes, dependencies and benefits.
• Coach architects and writers to improve proposal content throughout the development lifecycle.
