AvantGarde, LLC seeks a full-time Federal Personnel Processing Specialist to support HHS by processing personnel actions, payroll, records management, and data quality services. This telework-approved role operates as a federal HR subject matter expert ensuring compliance with laws and agency policies.

The incumbent will work with systems like EHCM, DCPS, eOPF, and ServiceNow to maintain accurate HR records, assist managers, and support payroll operations for the HHS mission.

Responsibilities

• Process federal personnel actions: appointments, promotions, reassignments, pay actions, corrections, transfers, separations.
• Administer personnel records management: eOPFs, position data, audits, reconciliations, corrective actions.
• Process payroll and compensation actions: pay setting, leave, allowances, SCD calculations, retroactive adjustments.
• Conduct quality assurance reviews to ensure data accuracy across HR and payroll systems.
• Administer employee debt management programs: debt establishment, repayment, salary offset, waivers.
• Provide guidance to managers, employees, and HR staff on processing and regulatory requirements.
• Utilize EHCM, DCPS, eOPF, ServiceNow to track workloads, generate reports, and maintain cases.
• Develop SOPs, training materials, reports, and process improvements.
