Job summary

A government contractor is seeking an HR Generalist to manage human resources functions including recruitment, benefits administration, and payroll support. This fully remote position is ideal for someone with a background in HR and knowledge of laws applicable to federal contracts. Located preferably in San Antonio, TX, the salary is based on experience.

Qualifications

  • Two years of recruitment experience in IT and healthcare.
  • Knowledge of EEOC, FLSA, FMLA, ADA laws.
  • Experience supporting Service Contract Act contracts.
  • SHRM certification preferred.
  • Experience supporting HRIS/Payroll systems (Paycom preferred).
  • Strong written and verbal communication; proficient with Microsoft Office.

Responsibilities

  • Develop and implement HR programs for recruitment and employee relations.
  • Manage hiring process including onboarding and offer letters.
  • Administer benefits programs and support payroll functions.
  • Onboard new hires with offer letters, background checks and orientations.
  • Draft offer letters and finalize salary negotiations.
  • Assist with employee relations and exit processes.
  • Support payroll processing and benefits enrollment.

The HR Generalsit will perform daily operations of the agency’s Human Resources department by developing, supporting and implementing corporate HR policies, programs and practices for recruiting, onboarding, new hire orientation, benefits administration and payroll support.

Responsibilities
Human Resources
  • Develop, support and implement effective HR programs to include recruitment, benefits and compensation, training and development, records management, safety and health and employee relations.
  • Maintain HR personnel files, and HRIS system records for all company employees
  • Maintain contract licensure, certifications and immunization – compliance documents to support company Joint Commission (JCAHO) healthcare quality certification.
  • Onboard new hires including offer letters, background checks, drug screenings, onboarding forms and new hire orientations.
  • Drafting offer letters and Finalize salary negotiations.
  • Support HR Manager to Investigate employee and manager complaints regarding violations of company policies and assist in corrective actions.
  • Support employment terminations and related exit interviews and surveys.
  • Support compliance with federal, state, and local legal requirements; enforcing adherence to requirements; advising management on needed actions.
Talent Acquisition
  • Manage Applicant Tracking System (ATS) to post, assign, track progress of sourcing and job postings.
  • Support supervision of all recruiters using ATS defined metrics and reporting.
  • Recruit for positions, including development of job descriptions, job postings on career websites, candidate sourcing and pre-screening, applicant tracking and analyzing salary surveys.
  • Maintain and manage corporate portals on social media platform for recruiting.
  • Manage access, use and recruiter delegation of corporate subscriptions for online recruitment sourcing databases such as LinkedIn, Indeed, Dice, Monster, Career Builder, ZipRecruiter , etc.
Benefit Administration & Payroll Support
  • Administer employee benefit programs, including enrollment, in coordination with benefit plan brokers.
  • Maintain employee benefits programs, including employee communication, recommending benefit programs to management; directing the processing of benefit claims; designing and conducting educational programs on benefit programs.
  • Support benefits enrollment and billing reconciliation as needed.
  • Assist with payroll, timekeeping and data entry functions, as needed.
  • Assists with special projects assigned by HR, Accounting or Operations departments.
  • Contribute to the team effort by maintaining a flexible, positive, can-do attitude.
  • Maintain utmost confidentiality and discretion in the performance of all duties.
Qualifications
  • Associate degree in Human Resources or related field;
  • Two years of recruitment experience in the fields of Information Technology, healthcare providers and administrative positions and/or for federal contracts.
  • Maintain current knowledge of HR laws and processes including EEOC, FLSA, FMLA, ADA, AAP, etc.
  • SHRM trained or certified Preferred.
  • Minimum two years of experience in supporting Human Resources, preferably with experience to support Service Contract Act government contracts.
  • Minimum of one year support of HRIS/Payroll systems, Paycom preferred.
  • Must be able to communicate effectively and professionally, verbally and in writing.
  • Must have a working knowledge of Microsoft Office: Outlook, Word, and Excel.
