Qualifications

• 8+ years of professional experience in Federal Capture Management, Business Development, or Program Management within US Federal sector.
• Quantum or Deep Tech experience with federal contracts ($10M+).
• Cross-functional pursuit teams across technical, contracts, finance, and BD.
• Program management of complex multi-stakeholder programs in federal/defense context.
• Strong procurement knowledge: FAR/DFARS, OTA contracting, Shipley lifecycle.
• Active network of federal customers and partners within GSI community.
• Exceptional ability to translate complex quantum capabilities into mission-focused business cases.
• US Citizenship with ability to obtain/maintain US security clearance.

Responsibilities

• Lead End-to-End Capture for US Federal opportunities from identification through win and post-award transition.
• Develop win strategies: pricing, technical solutions, and value propositions aligned to agency requirements.
• Build strategic alliances with teaming partners, GSIs, subcontractors, and small businesses.
• Engage federal stakeholders to influence procurement strategies (RFIs/RFPs).
• Manage capture gates and brief leadership on status, resources, and risk.
• Collaborate with Proposals to convert capture intelligence into compliant volumes.
• Conduct market intelligence and PTW assessments to position IonQ offerings competitively.
• Mature the federal pipeline, turning early leads into qualified capture accounts.
