Job summary

Tetra Tech is seeking experienced Cost Estimators to join our Disaster Recovery Cadre in the United States. You will support FEMA Public Assistance and other disaster recovery programs by creating accurate, defendable cost estimates for restoration projects, evaluating damaged infrastructure, and validating project scopes.

This on‑call, as‑needed role may be remote, field‑based, or hybrid depending on client needs.

Qualifications

• Minimum 2 years of professional experience in construction estimating, engineering, architecture, construction management, infrastructure planning, or related field.
• Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facilities.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices, facility assessments, project scope development, and construction inspection activities.
• Ability to work collaboratively within multidisciplinary project teams.
• Strong written and verbal communication abilities.
• Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams).

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs through project scoping, damage assessment, and cost estimating activities.
• Conduct site inspections of damaged facilities and infrastructure to understand damages, proposed repairs, and construction requirements.
• Prepare cost estimates and develop/validate project scopes.
• Collaborate with applicants, engineers, architects, contractors, and program staff to define eligible work.
• Develop conceptual, parametric, and detailed bottom‑up cost estimates for disaster recovery projects.
• Develop estimate documentation that is clear, defensible, and auditable.
• Review engineering reports, plans, specifications, and contractor proposals for cost validity.
• Provide technical estimating support to project managers and client representatives.
• Maintain project records per client and program requirements.
