Job summary

GovCIO is seeking a Director, Program Delivery to lead delivery execution across a large and complex portfolio of VA modernization and transformation initiatives. This role will oversee program delivery, client execution, delivery performance, workforce alignment, and portfolio risk to ensure consistent, high-quality outcomes across the portfolio.

The Director will partner with Portfolio Operations, manage 50+ staff and distributed teams, and establish governance, reporting, and operating

Qualifications

• 10+ years of federal technology delivery, program management, portfolio leadership, or related functions.
• 5+ years supporting VA Digital Transformation Center (DTC) or OIT.
• Experience leading large, geographically distributed teams and multi-program portfolios.

Responsibilities

• Lead day-to-day delivery across a complex VA program portfolio (30+ programs).
• Partner with Portfolio Operations to integrate delivery and operations.
• Develop program and delivery leaders with clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, risks, and customer priorities.
• Establish governance, performance measures, and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and customer risks.
• Build strong VA stakeholder relationships and serve as senior escalation point for delivery issues.
• Coordinate across programs to address shared resources and dependencies.
• Support stand-up and transition of new work into delivery and scale successful approaches.
