Job summary

GovCIO seeks a Director, Program Delivery to guide delivery across a large portfolio of VA technology modernization initiatives. The role oversees program delivery, client execution, and portfolio risk with the Director of Portfolio Operations to ensure unified, high-quality outcomes.

The position is fully remote within the United States, reporting to the senior operations leader, and involves scaling delivery capabilities across multiple programs with cross-functional teams and VA stakeholders.

Qualifications

• Bachelor's degree in either a technical or business-related field.
• 10+ years of progressive experience in federal technology delivery, program management, portfolio leadership, or related functions.
• 5+ years of experience supporting the Department of Veterans Affairs, specifically VA's Digital Transformation Center (DTC) or other areas within OIT.

Responsibilities

• Lead day-to-day delivery across a complex portfolio of VA programs and initiatives (30+).
• Partner with the Director of Portfolio Operations to align delivery and operations.
• Lead and develop program and delivery leaders, establishing clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, dependencies, and risks.
• Establish governance and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and customer risks.
• Build relationships with VA stakeholders and serve as a senior escalation point for delivery issues.
• Coordinate across programs to address shared resources and dependencies.
• Support financial performance, staffing, onboarding, and contract requirements.
