Job summary

GovCIO is seeking a Director of Program Delivery to lead a large portfolio of technology modernization and transformation initiatives for the VA. The role oversees delivery performance, staffing and risk, coordinating with Portfolio Operations to ensure integrated, high-quality outcomes across programs.

The ideal candidate has 10+ years in federal tech delivery and 5+ years with VA/OIT, leading 50+ staff and complex portfolios, including LOE and cost estimates.

Qualifications

• Bachelor's degree in a technical or business field.
• 10+ years federal technology delivery and program management experience.
• 5+ years VA/ DTC or OIT experience.
• Experience leading large, distributed teams (50+ staff).
• Experience delivering across multiple concurrent programs for VA stakeholders.
• Proven ability to develop LOEs, staffing models, cost estimates, and labor allocations.
• Experience with modernization, cloud, cybersecurity, data, AI or related tech.

Responsibilities

• Lead day-to-day delivery across 30+ VA programs and initiatives.
• Partner with Portfolio Operations to align delivery and operations as one team.
• Develop program leaders, establish accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, risks.
• Establish governance and operating rhythms across programs.
• Identify and mitigate delivery, staffing, quality, and cost risks.
• Build strong relationships with VA stakeholders and serve as escalation point.
• Scale new work into delivery across the portfolio.
