Job summary

Emmes Group seeks a Director, Government Operations Strategy to lead the development and execution of government-focused operational strategies across prime and subcontractor opportunities with NIH, DoD, and other public partners.

You will collaborate with pricing, BD/Capture, and site operations to optimize budgets, staffing, and timelines while guiding bids from pre-RFP to award. This role offers a remote work option within the United States.

Qualifications

• Requires a Bachelor's degree in a scientific discipline and 5+ years in project management or clinical operations.
• Master's degree preferred; strong budgeting experience with CPFF, T&M, FFP, etc.
• Excellent verbal and written communication; proven ability to meet deadlines and collaborate.

Responsibilities

• Develops and implements operational strategies for government and PPP opportunities.
• Reviews RFP/RFA and protocol documents to guide budgeting and pricing.
• Identifies subcontractors and vendors and manages relationships with BD/Capture.
• Writes clinical delivery content for technical and business proposals.
• Generates master schedules and IMS/WBS for applicable bids.
• Supports handover to project leadership after award and enables launch.
