Job summary

The Emmes Company, LLC is seeking a Director, Government Operations Strategy to lead development and implementation of operational strategies for government opportunities across NIH, BARDA, DoD, VA, and PPPs. You will coordinate with Government Pricing, Proposals, and BD/Capture teams to optimize budgets and win strategies.

This role requires strong leadership, cross-functional collaboration, and the ability to translate complex clinical delivery plans into cohesive, persuasive proposals.

Qualifications

• Bachelor's degree in a scientific discipline is required.
• 5+ years of project management and/or clinical operations on Government or PPP projects.
• 5+ years budgeting experience for Government/PPP budgets (CPFF, T&M, FFP, etc.).
• Strong communication skills and ability to meet deadlines.

Responsibilities

• Optimizes and oversees operational strategy development for clinical trials and related opportunities.
• Develops strategy with SMEs and identifies subcontractors/vendors for delivery.
• Collaborates to assess and mitigate operational risks in clinical strategy.
• Writes clinical delivery content for Technical and Business Proposals.
• Leads bid defenses and handover to launch teams.
