Job summary

ICF's Homeless Services team is seeking a Coordinated Entry System (CES) Manager to provide leadership, oversight, and operational excellence for the Continuum of Care's CES across participating providers. This role ensures CES compliance with HUD requirements, CoC policies, and community standards while achieving strong performance in referrals, housing placement, and throughput.

It translates policy into practice and leads data-driven improvements.

Qualifications

• Bachelor's degree in Human Services, Public Policy, Administration, Business, or Social Work; master’s preferred.
• Minimum 5 years in homeless services, coordinated entry, housing navigation, or homelessness system operations.
• Experience managing multi-agency initiatives and stakeholder partnerships.
• Experience with HMIS or similar data systems and data-driven program management.
• Strong project management, facilitation, problem-solving, and organizational skills.

Responsibilities

• Provide leadership to CES staff and participating agencies ensuring HUD and CoC CES policies are followed.
• Serve as the primary operational liaison between the CoC and housing providers in Coordinated Entry.
• Implement CES policies, tools, prioritization, referrals, and HMIS-related workflows through supervision.
• Develop relationships with stakeholders to enhance CES processes and housing move-in outcomes.
• Maintain knowledge of housing resources and ensure timely referrals and increased CES throughput.
• Lead quality improvement initiatives to enhance effectiveness, efficiency, and equity in CES.
