Job summary

ICF is seeking an experienced Homeless Services, Coordinated Entry System Manager to lead the implementation and operation of a HUD‑compliant Coordinated Entry System (CES) for a large CoC. Qualifications

• Bachelor's degree in Human Services, Public Policy, or related field; master’s preferred.
• Minimum 5 years experience in homeless services, coordinated entry, supportive housing, housing navigation, or homelessness system operations.
• Proven ability to manage teams, support professional development and growth, and ensure adequate supervision.
• Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements as defined in policy and HUD notices.
• Experience managing multi-agency initiatives and stakeholder partnerships.
• Experience with HMIS (or similar data systems) and data-driven program management.
• Strong project management, facilitation, problem-solving, and organizational skills.

Responsibilities

• Provide effective leadership to CES‑participating agency personnel and oversee implementation of CES.
• Serve as the primary operational liaison between the CoC and housing providers.
• Implement CES policies, procedures, and requirements, including HMIS workflows and matching protocols.
• Develop relationships with stakeholders and service providers to enhance CES processes.
• Maintain knowledge of housing resources to support referrals and housing move‑in.
• Lead continuous quality improvement initiatives for CES performance.
