Job summary

Washington State Health Care Authority (HCA) seeks a Contracts Coordinator to manage a large, complex contracting portfolio within the Division of Behavioral Health and Recovery (DBHR). You will coordinate contracts and federal grant submissions, train contract managers, and partner with OCP, OTA, and other divisions to align scope, methods, and timelines while minimizing audit risks.

You will lead, train, and mentor contract managers, ensure policy compliance, and serve as a trusted liaison

Qualifications

• Advanced ability to conduct and lead complex research and analysis across programs and data.
• Ability to evaluate programs and workflows to identify efficiency improvements.
• Knowledge of analytical methods for policy, rules, and organizational requirements.
• Proficiency in combining quantitative and qualitative data to develop meaningful measures.
• Experience leading multi-stakeholder projects with strategic impact.
• Ability to consult with managers and senior leaders and communicate findings clearly.
• Skill in guiding diverse groups, building consensus, and coaching analysts.

Responsibilities

• Plan, lead, and manage contract coordination for DBHR contracts and procurements.
• Escalate issues and risks to leadership and coordinate legal review of matters.
• Serve as liaison to shared services within HCA for contract administration.
• Coordinate large-scale, multi-faceted contracts and umbrella agreements.
• Act as backup contract manager and track contract completion dates.
• Direct DBHR contract managers and collaborate with OCP and DES policies.
