Job summary

Washington State Health Care Authority is seeking a Forensic HARPS Program Manager to lead statewide housing and recovery initiatives under the Trueblood settlement. The role focuses on contracts, budgets, policy, data, and quality improvement across the F-HARPS, Tribal Housing Vouchers, and Crisis Housing Voucher programs.

You will manage multi-million-dollar contracts, provide expert guidance to executive leadership, and collaborate with providers, courts, Tribes, housing agencies, and DSHS.

Qualifications

• Experience developing statewide health care programs with clear goals, priorities, and performance expectations.
• Ability to translate directives into measurable objectives and program outcomes.
• Knowledge of complex health care laws, regulations, and legislative processes.

Responsibilities

• Serve as primary expert for F-HARPS and related vouchers, guiding executive leadership.
• Develop, execute, and manage contracts with community behavioral health providers.
• Update contracts with amendments and onboard new providers as needed to meet goals.
• Provide presentations to policy makers and partners.
• Set statewide policy and strategic direction for forensic housing services.
