Job summary

The NYS Office of Temporary and Disability Assistance seeks an experienced supervisor to provide technical leadership for the Child Support Enforcement program in Albany. You will oversee compliance, program performance, and system integration efforts, collaborating with local districts and state partners.

Responsibilities include reviewing operations, developing policies, guiding SDU contracts, and supporting IES improvements while ensuring federal and state requirements are met.

Qualifications

• Six years of experience supervising, monitoring, or administrating a child support enforcement program under Title IV-D of the Federal Social Security Act.
• Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years; a master’s for five; a doctorate for six.
• Eligible for a lateral transfer or eligible for transfer under Civil Service rules with required prior service.

Responsibilities

• Providing technical assistance to local district child support enforcement units regarding federal and State laws and policy.
• Reviewing, analyzing, monitoring, and communicating with local district operations to meet federal performance measures.
• Conducting on-site visits to assess local operations and promote proper procedures and performance.
• Developing and drafting policies and procedures to ensure program compliance and performance.
• Monitoring SDU contractor performance to meet contract requirements and timeframes.
• Developing system specifications and enhancements to comply with new requirements or improve performance.
• Providing technical assistance to local staff in the use of automated systems.
• Developing RFPs for SDU operations or banking services.
• Contributing program expertise and oversight for grants and other contracts.
• Identifying state SME with development of business rules for the Integrated Eligibility System (IES).
• Ensuring IES changes comply with requirements and that file exchanges remain intact.
• Assisting in user acceptance testing of the system.
• Other child support duties as assigned.
