Job summary

Bixal is seeking a Change Enablement Specialist for a multi‑year government modernization effort. You will lead change readiness, craft communications, and design training for new functionalities while ensuring accessibility and timely delivery across agencies.

The role supports a federal IT modernization program with a remote-friendly setup. You will collaborate with operations, modernization, and training teams, ensuring user adoption and effective knowledge transfer.

Qualifications

• 5+ years delivering change management and communications for technology rollouts (federal IT preferred).
• 3+ years designing and facilitating training for adult learners, including virtual instructor-led training.

Responsibilities

• Develop and maintain the modernization Organizational Change Management Plan and communication plan, identifying stakeholders and informing them about change.
• Lead training for each modernization release: assess training needs, design release-based sessions, demos, and job aids, and facilitate virtual training.
• Assess change impacts and stakeholder readiness for each release, including transition and decommissioning impacts of legacy functions.
• Write and coordinate release communications for current systems and the new platform, including banners, emails, and help desk scripts.
