Job summary

Bixal is seeking a Change Enablement Specialist to prepare agency users for modernization releases, write change plans, deliver trainings, and create guides across a multi-year Federal IT modernization project.

The role emphasizes collaboration with operations and modernization teams, creating training and communication materials, and ensuring accessibility and plain language across all deliverables.

Qualifications

• Bachelor's degree required.
• 5+ years delivering change management and communications for technology rollouts, preferably federal IT systems.
• Experience writing change communications and user documentation in plain language.

Responsibilities

• Develop and maintain the modernization Organizational Change Management Plan and communications plan for each release.
• Lead training for modernization releases: assess needs, design sessions, demos, and job aids; deliver virtual training.
• Assess change impacts and stakeholder readiness for each release, including legacy decommissioning impacts.
• Write and coordinate release communications (banner notices, emails, help desk scripts) for current systems and new platform.
• Align communications with agile release cadences to match deployment and cutover activities.
• Support production readiness reviews with change readiness criteria and user follow-up after release.
• Collect user feedback, track adoption, and report readiness and adoption metrics to Government.
• Define training needs in each Release and Transition Plan with Training Delivery Lead collaboration.
• Produce user/admin guides, SOPs, and training content for releases and knowledge transfer.
• Ensure all communications are plain language and Section 508 compliant.
• Support Training Delivery Lead on training for current systems, including co-facilitated sessions.
