Job summary

APV is seeking a Senior Specialist in Business Process Reengineering and Change Management to support DHS and componentHR offices on enterprise HR initiatives. You will own the design and execution of BPR and OCM streams across the full HR portfolio, including recruitment, classification, benefits, performance, and workforce planning.

The role requires translating policy guidance into measurable improvements, leading stakeholder engagement, and delivering executive-grade artifacts to drive

Qualifications

8–10 years leading BPR and organizational change management (OCM) in federal HR initiatives.
Experience with Lean Six Sigma, BPMN 2.0, value stream mapping and root-ccause analysis.
Proven ability to translate policy guidance into operational designs and executive artifacts.
Strong stakeholder engagement and change adoption leadership across HR domains.

Responsibilities

Lead current-state discovery and process mapping for HR functions.
Design future-state processes aligned with policy and DHS authorities.
Develop process artifacts and performance metrics.
Lead OCM strategy, readiness assessments, and adoption measures.
Coordinate with HR systems implementation and governance forums.
