Job summary

GovCIO is seeking a Technical Product Manager to oversee the full SDLC for assigned products across a low-code/no-code context for the VA Office of Connected Care. This remote role requires strong experience with Appian and agile delivery and collaboration with cross-functional teams.

The ideal candidate will translate strategy into actionable plans, build and maintain a product roadmap, and drive KPIs through partnerships with data teams and vendors. A senior, communicative leader is expected.

Qualifications

• Bachelor's degree with 12+ years (or commensurate experience).
• 5+ years experience developing on the Appian platform.
• Certified Appian Lead Developer.
• Manage product from requirements through testing and production release.
• Built products or complex features from ground up with incremental delivery.
• Strong presentation skills for executive leadership.
• Proficient in Agile Project Management methodologies.
• Proficient in Excel, PowerPoint, and Jira.
• Bachelor's degree and preferably master's and/or certifications (PMP, ITIL, SAFe Agile).

Responsibilities

• Manage the full software development lifecycle for assigned product(s).
• Facilitate strategy and prioritization discussions.
• Transform high-level vision into detailed action plans.
• Build and maintain the product roadmap aligned with customer needs, feasibility and input.
• Collaborate with engineering, design, data, QA and operations for quality and delivery.
• Lead and/or support sprint planning, backlog refinement, reviews and retrospectives.
• Ensure cross-functional communication to remove blockers and track progress.
• Partner with data teams to analyze usage, optimize UX, define KPIs.
• Use Scrum Master knowledge to foster agile practices and drive execution.
• Coordinate with experts to define clear requirements meeting user needs.
• Manage multiple projects including planning, risk management, reporting, and docs.
• Lead meetings with cross-functional teams to meet objectives.
• Advise clients on solution options to achieve objectives.
• Work with strategic delivery partners, subcontractors, and vendors.
• Coordinate efforts across teams through effective communication.
