Job summary

Circle is seeking a Regulatory and Licensing Program Manager to drive licensing applications from filing strategy through to approval. This role oversees multiple licenses across markets, requiring cross-functional collaboration and discretion with sensitive regulatory information.

As an individual contributor, you will define programs, sequence tasks, and coordinate with Legal, Compliance, Finance, Product, Engineering, and others.

Qualifications

• 7+ years of program or project management experience.
• At least 4 years supporting regulatory, licensing, legal or compliance work in financial services/fintech.
• Experience delivering complex, multi-month programs with dependencies and deadlines.
• Ability to raise risks early and communicate with senior colleagues.
• Daily use of AI for research, analysis and internal reporting; ship AI-based workflows or tools.
• Proven ability to turn inputs into concise executive updates.
• Familiarity with generative AI models and prompt development.

Responsibilities

• Lead licensing programs end to end, managing multiple markets.
• Build program plans with sequencing, dependencies, owners and dates.
• Collaborate with Legal, Compliance, Finance, Product, Eng, and others.
• Facilitate steering committee meetings and drive decisions.
• Track risks and escalate where needed with clear owners.
• Define reporting and metrics for senior leadership.
• Establish scalable service standards for regulatory programs.
• Support external procurement activities as needed.
• Help global policy coordinate governance and process.
