Job summary

Kelly Science & Clinical is actively seeking a Regulatory Affairs & Compliance Manager to oversee domestic and international regulatory programs for a cosmetic manufacturer in Indianapolis. You will lead registrations, ensure MoCRA compliance, and manage adverse event reporting while partnering across Sales, Marketing, R&D, Quality and Operations.

The role requires a Bachelor’s degree and 3+ years in cosmetics regulation with strong project management and communication skills.

We’re Hiring: Regulatory Affairs & Compliance Manager

Kelly Science & Clinical is seeking a Regulatory Affairs & Compliance Manager to lead domestic and international regulatory compliance for a cosmetic manufacturer in Indianapolis.

This is a key role responsible for ensuring regulatory compliance while partnering across the organization to support business growth, product compliance, and international market expansion.

What You’ll Do

• Lead the Regulatory Affairs & Compliance function, including regulatory systems, documentation, deadlines, and compliance programs.
• Ensure compliance with FDA cosmetic requirements and MoCRA, including facility registrations and product listings.
• Manage adverse event reporting, consumer safety assessments, and regulatory risk evaluations.
• Oversee domestic and international product registrations and market access requirements.
• Review ingredients, formulas, labels, packaging, and product information for regulatory compliance.
• Support Proposition 65, packaging, recycling, and EPR compliance.
• Monitor regulatory developments and communicate changes and requirements across the organization.
• Serve as the primary regulatory contact for Biorius and other external regulatory partners.
• Partner with Sales, Marketing, R&D, Quality, Operations, Customer Service, and international distributors.
• Provide regulatory guidance and training to internal teams and partners.

What We’re Looking For

• Bachelor’s degree in a relevant field.
• 3+ years of experience in cosmetic regulatory affairs, compliance, quality, or a related field preferred.
• Strong knowledge of FDA cosmetic regulations and MoCRA.
• Experience with adverse event reporting and consumer risk assessment.
• Working knowledge of Proposition 65 and ingredient restrictions.
• Strong organizational, analytical, project management, and communication skills.
• Ability to manage multiple priorities and regulatory deadlines.
• International cosmetics regulatory experience is a plus.
• Experience with Biorius or similar regulatory partners preferred.
