Job summary

Horrocks is seeking an experienced Regional Lead – Rail Engineer to lead and grow our rail practice across multiple regions throughout the United States. This role provides technical leadership, supports business development efforts, manages key client relationships, and oversees successful delivery of rail projects regionally.

The ideal candidate will bring 10+ years of rail/transit engineering experience, a PE license, and a proven record of leading multidisciplinary teams.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • Minimum of 10 years of rail/transit engineering experience.
  • Professional Engineer (PE) license required.
  • Proven leadership of multidisciplinary rail projects and strong client management.
  • Understanding of track design, at-grade crossings, grade-separated structures, and utility crossings.
  • Experience mentoring staff and leading teams across projects/offices.
  • Familiarity with CAD and standard engineering software.

Responsibilities

  • Provide regional leadership for railroad projects and support strategic growth initiatives within the assigned region.
  • Lead planning, design, coordination, and delivery of rail projects including tracks, terminals, spurs, mainlines, yards, and sidings.
  • Coordinate with railroad companies and agencies on DOT and municipal public agency projects with railroad interfaces.
  • Serve as senior technical resource for rail design, grading, drainage, and related infrastructure.
  • Build relationships with clients, railroad operators, and public agencies across the region.
  • Support business development including client engagement and proposal development.
  • Mentor engineers, designers, and junior staff across multiple offices and teams.
  • Collaborate with project managers on staffing, resource planning, and efficiency.
  • Ensure compliance with regulations and railroad standards across states.
  • Lead QA/QC procedures in project development and delivery.
  • Develop and standardize rail engineering practices and procedures across the company.
