Job summary

Horrocks is seeking an experienced Regional Lead – Rail Engineer to guide and grow our rail practice across multiple regions in the United States. This senior role provides technical leadership, steers project delivery, and strengthens client relationships while mentoring teams.

The ideal candidate has 10+ years in rail engineering, a PE license, and strong business development acumen to advance Horrocks’ regional growth and ensure high-quality project outcomes.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • PE license is required.
  • Minimum 10 years of rail, transit, railroad infrastructure experience.

Responsibilities

  • Provide regional leadership for railroad projects and support strategic growth.
  • Lead planning, design, coordination, and delivery of rail projects (tracks, terminals, yards, etc.).
  • Coordinate with railroad companies for DOT and municipal projects involving crossings and utility work.
  • Serve as senior technical resource for rail design, grading, drainage, and related infrastructure.
  • Build and strengthen client relationships with railroad operators, agencies, and partners.
  • Support business development: client engagement, proposals, pursuits, industry involvement.
  • Mentor engineers and staff across multiple offices.
  • Collaborate on staffing, resource planning and operational efficiency.
  • Ensure compliance with regulations and railroad standards across states.
  • Lead QA/QC throughout project development and delivery.
  • Develop standardized rail practices and procedures.
