Job summary

Horrocks is seeking a Regional Lead – Rail Engineer to guide the rail practice across multiple regions in the United States. You will provide technical leadership, support business development, and oversee delivery of rail projects while mentoring teams.

The ideal candidate holds a PE license, brings 10+ years in rail or railroad infrastructure, and can manage client relationships, collaborate across offices, and travel regionally to support project delivery.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • Minimum of 10 years of rail, transit, or railroad infrastructure experience.
  • Professional Engineer (PE) license required.
  • Experience leading multidisciplinary rail engineering projects and managing client relationships.
  • Strong knowledge of design standards for track, at-grade railroad crossings, and utility crossings.
  • Mentorship of staff and leadership across multiple offices.
  • Ability to travel regionally as needed.

Responsibilities

  • Provide regional leadership for railroad projects and growth initiatives.
  • Lead planning, design, coordination, and delivery of rail projects (tracks, terminals, yards).
  • Coordinate with railroad companies and public agencies on DOT and municipal projects.
  • Serve as senior technical resource for rail design, grading, drainage, and infrastructure.
  • Build relationships with clients, railroad operators, and industry partners.
  • Support business development, client engagement, and proposals.
  • Mentor engineers, designers, and junior staff across offices.
  • Coordinate staffing and resource planning with project managers.
  • Ensure QA/QC procedures throughout project development.
  • Travel for client meetings, site visits, and industry events.
