Job summary

Jacksonville Housing Authority seeks a Regional Portfolio Manager to oversee multiple LIHTC/RAD properties, drive performance, and lead on-site teams. You will manage budgets, ensure regulatory compliance, and coordinate resident services to maintain high living standards.

The role requires experience with affordable housing programs, strong leadership, and excellent communication across stakeholders. Travel between communities is expected.

Qualifications

• Bachelor’s degree preferred in public admin, public policy, urban studies, or related field.
• Five to seven years of housing program policy analyst and administration experience.
• Certification in LIHTC (Section 42) with at least five years of compliance work.
• ARM credential or ability to earn within 12 months of employment.
• Certification in RAD PBV/HCV and PBV Rent Calculation within two attempts in 12 months.
• Valid Florida driver's license and acceptable driving record.
• YARDI Voyager software is preferred.

Responsibilities

• Directs operation of affordable housing properties in the portfolio, sets performance and maintains budgets.
• Monitors rent collections, expenditures, and compliance with HUD standards.
• Leads staff training, performance reviews, and staffing decisions.
• Ensures compliance with Fair Housing, OSHA, and local regulations.
• Travels between properties for on-site oversight and assessments.
