United Migrant Opportunity Services seeks a seasoned leader to head Start-related operations across multiple regions from its Donna, TX location. The role directs administration, facilities, transportation, education, health and parent/community partnerships, ensuring compliance with federal mandates and state licensing.

Qualifications

• BA degree in Social Work, Early Childhood Education, Administration or related field.
• Six years of management or supervisory experience, preferably in ECE.
• Strong interpersonal and communication skills for collaboration with diverse groups.
• Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
• Willingness to travel 25% intrastate and interstate.
• Bilingual English/Spanish is preferred.

Responsabilités

• Implement a multi-centered operation across regions under regional program leadership.
• Develop program-wide work plans including administration, facilities, transportation, education, health and partnerships.
• Monitor procurement compliance per OMB Circular 2 CFR 200 and Part 75.
• Coordinate property management system and inventories for funding sources.
• Assist in career ladder development for regional personnel.
• Plan and develop activities related to non-federal share, partnerships, procurement and property management.
• Develop reporting systems and end-of-year program statistics.
• Coordinate with Administrative Personnel and Regional Directors on PIR data and action recommendations.
• Lead weekly management meetings and monthly supervisory meetings.
• Collaborate with Vice President and Governing Board staff for communications and trainings.
• Oversee program policy compliance with state/local regulations.
• Coordinate training and TA to regional and center staff.
• Recruitment, selection and hiring for regional office and centers.
• Ensure effective implementation and monitoring of program services and budgets.
• Develop program-wide contracts, vendor and community agreements.
• Prepare program narratives and annual budgets for next fiscal year.
• Conduct program reviews and data collection for community assessments.
• Attend staff meetings, seminars, and training as required.
