Job summary

UMOS, Inc. seeks a seasoned leader to oversee Head Start regional operations in Texas, directing program administration, facilities, transportation, education, health, and partnerships.

You will ensure compliance with HSPS, licensing, and federal mandates while guiding staff and programs across multiple centers. The role requires strong management experience, stakeholder collaboration, and a commitment to continuous improvement.

Qualifications

• BA degree in Social Work, Early Childhood Education, Administration, or related fields. Master’s Degree Preferred.
• 6 years’ experience in management and/or supervisory position with ECE experience preferred.
• Excellent interpersonal and communication skills, including the ability to work with collaborative teams and build positive rapport with key community groups and constituents.
• Proficient with Microsoft Office applications (Outlook, Word, Excel, Power Point, and other computer technology /software programs, as needed).
• This position requires 25% travel both intrastate and interstate.
• Bilingual with fluency in English and Spanish: verbal and written form: PREFERRED.

Responsibilities

• Implement a multi-centered based operation among regions, through direction and leadership of the regional program and utilizing various problem-solving techniques to ensure a smooth and efficient operation.
• Develop program wide work plan that includes administration, facilities, transportation, education, health and parent and community partnership.
• Monitor and ensure compliance with all program procurements, including price quotes, bids, RFPs per OMB Circular 2 CFR 200 and Part 75.
• Coordinate a computerized property management system to track inventories and capital equipment for funding source purposes.
• Assist in the development and implementation of a career ladder for its regional personnel.
• Direct planning and development of activities relating to management of non-federal share, partnerships, procurement and property management.
