Job summary

Modivcare is seeking an experienced Government Affairs Director to lead state-level strategy across the Central and Southeast region. You will serve as the company’s senior in-state representative before governors’ offices, Medicaid agencies, and executive branch leadership, coordinating with internal teams on policy, procurement, and rate stability.

The role requires 10+ years in state government affairs, strong communication, and proven ability to manage contract lobbyists.

Qualifications

• Bachelor's Degree required; advanced degree in public policy, public administration, law, or related field preferred.
• Ten (10) plus years of relevant work experience in state government affairs, public policy, or public affairs.
• Experience serving as a primary external representative before policymakers and regulators.
• Experience coordinating or managing contract lobbyists and external stakeholders.
• Strong project management and judgment skills with the ability to work under deadlines.
• Exceptional writing and verbal communication skills, including drafting testimony and executive briefings.
• Ability to travel regularly within assigned states (up to 60%).
• Healthcare, Medicaid, Medicare, transportation policy, human services, or other regulated industries preferred.

Responsibilities

• Lead legislative and regulatory engagement across the Central and Southeast region, with 10-20 states.
• Serve as the company’s primary in-state representative before state legislatures and executive agencies.
• Develop and maintain relationships with legislative staff, agency leaders, and regulatory authorities.
• Monitor and interpret legislative and procurement activity affecting operations and compliance.
• Prepare testimony, letters, and talking points for hearings and regulatory proceedings.
• Coordinate with Sales, Operations, and other functions to support contract retention and rate stability.
• Manage contract lobbyists and collaborator stakeholders; implement public affairs initiatives regionally.
• Travel frequently to state capitols to represent Modivcare’s policy priorities.
