Job summary

Modivcare Solutions, LLC is seeking a Government Affairs Director to lead its state-level advocacy and public policy strategy in the West region. The role oversees lobbying, stakeholder engagement, and cross-functional collaboration to protect and grow the company’s market position.

The ideal candidate has 10+ years in state government affairs, a strong policy background, and proven leadership in coordinating external lobbyists.

Qualifications

• Bachelor's degree required; advanced degree in public policy, public administration, law, or related field preferred.
• 10+ years of relevant work experience in state government affairs, public policy, or public affairs.
• Demonstrated experience serving as a primary external representative before policymakers and regulators.
• Experience coordinating or managing contract lobbyists and external stakeholders.
• Healthcare, Medicaid, Medicare, transportation policy, human services, or other regulated industries experience preferred.
• Strong project management and judgment skills with ability to work under deadline.
• Exceptional writing and verbal communication skills; drafting testimony and briefing materials.
• Ability to travel and collaborate across multiple internal teams.

Responsibilities

• Lead state-level legislative and regulatory advocacy efforts, including direct lobbying and coordination with contract lobbyists.
• Develop and maintain relationships with legislative leaders, regulators, and executive branch officials.
• Monitor and interpret legislative and procurement activity affecting operations and compliance.
• Prepare testimony, letters, and executive briefings for hearings and meetings.
• Engage Medicaid, transportation, and PCS program leadership to support contract retention and rate stability.
• Coordinate with Sales, Operations, and Marketing to align advocacy with enterprise priorities.
• Represent the company in state committees, associations, and stakeholder groups.
• Oversee implementation of enacted legislation across internal teams; travel up to 60%.
