Job summary

STV, Inc. in Pennsylvania is seeking a Regional CM&I Manager for Central and Western PA to lead highway, bridge and rail CM&I efforts across the region.

You will manage a team of resident engineers and inspectors, develop technical and cost proposals, and cultivate relationships with PennDOT, PA Turnpike, and city/county agencies while ensuring safety, quality, and effective project controls.

Qualifications

• Bachelor's degree in civil, structural engineering or construction management.
• Minimum 10 years of project/construction management on transportation projects.
• Field experience on bridges, highways and rail projects.
• Licensed Professional Engineer in Pennsylvania.
• Experience with business development and preparing technical and cost proposals.
• Strong written and oral communication, and multi-tasking ability.
• Construction management software experience: PennDOT PPCC, Kahua, CapEx, FACS, Site Manager, Buzzsaw.
• Familiar with PennDOT training requirements and OSHA 30 or ability to obtain.

Responsibilities

• Overall management and growth of central and western PA CM&I practice.
• Developing technical and cost proposals.
• Leading a team of resident engineers, inspectors, and on-site teams.
• Promoting safety culture and guiding field teams.
• Participating in executive level client meetings.
• Ensuring document control measures and communication protocols are implemented.
• Developing and monitoring KPIs to track performance, risk, and trends.
• Forecasting staffing to support construction oversight.
• Developing long-term CM&I personnel training.
