Job summary

Luster National, a leader in quality management for large-scale civil infrastructure, seeks Quality Managers to oversee QA programs across highways, bridges, transit, and water facilities in complex projects. You will ensure ISO 9001:2015 compliance, audit plans, and corrective actions are executed on time.

Responsibilities include maintaining the QMS, reviewing plans, leading audits, and coordinating across procurement, construction, testing, and turnover to support project acceptance.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or quality management, or equivalent experience.
• Active OSHA-10 certification.
• 5+ years of quality management for large, complex heavy-civil projects (>$500M).
• Experience developing and administering ISO 9001:2015 aligned QMS documentation.
• Experience leading QA audits and driving nonconformances to closure.
• Ability to read drawings, specs, and codes (ASTM, ACI, AWS).
• Experience with QA/QC software like Kahua, Unifier, e-Builder, or Primavera P6.
• Proficiency with Microsoft Office Suite.

Responsibilities

• Develop and maintain the quality management system aligned to ISO 9001:2015 and contract requirements.
• Review QC plans and inspection/test plans to ensure contract compliance.
• Audit programs to confirm implementation beyond documentation.
• Oversee nonconformance reporting from identification to closure.
• Verify testing and inspection are performed by qualified labs and traceable to work.
• Coordinate QA across disciplines so a single standard applies.
• Lead root cause analyses and corrective actions for recurring defects.
• Analyze quality data and report audit status and trends.
• Provide quality orientation and training to staff and designers.
