Job summary

Luster National seeks Quality Managers to support large, complex heavy civil programs (highways, bridges, transit, airports, water). You will run the QA program, audit compliance with QA plans, and close nonconformances.

The role emphasizes ISO 9001:2015 framework, process improvement, and collaboration across design, construction, and inspection teams. Ideal candidates have 10+ years in QA for heavy-civil projects, experience with QA documentation and audits, and proficiency in QA software and

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or quality management, or related field.
• 10+ years of quality management experience for large, complex heavy-civil infrastructure projects.
• Experience developing and administering ISO 9001:2015 quality systems documentation.
• Experience leading QA audits and driving corrective actions to closure.
• Experience reading drawings, specs, and industry codes (ASTM, ACI, AWS).
• Experience with QA software (Kahua, Unifier, e-Builder, Primavera P6).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Develop and maintain the quality management system for the program, including the manual, procedures, and forms.
• Review QC plans and ITPs to ensure contract requirements are met before work begins.
• Audit QC programs against approved plans and report on practice vs. documentation.
• Oversee nonconformance reporting through disposition and corrective action.
• Coordinate quality surveillance across disciplines to apply one standard.
• Lead root cause analysis on recurring defects and drive preventive actions.
• Analyze quality data and report status, trends, and open nonconformances.
