Job summary

Luster National, Inc. is seeking a Quality Manager to lead the quality assurance program for large-scale heavy civil infrastructure projects (highways, bridges, transit, airports, water facilities) in the United States.

You will enforce ISO 9001:2015 standards, audit adherence to QC plans, and drive closure of nonconformances. You will oversee QA activities across design and construction, coordinate with laboratories, and ensure records support acceptance and closeout.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or quality management, or related field.
• 10+ years of quality management experience for large, complex heavy-civil infrastructure projects.
• Experience developing and administering QMS documentation aligned to ISO 9001:2015.
• Experience leading QA audits and driving nonconformances to closure.
• Experience reading construction drawings, specs, and industry codes (ASTM, ACI, AWS).
• Experience with QA software such as Kahua, Unifier, e-Builder, Primavera P6, etc.

Responsibilities

• Develop and maintain the quality management system for the program, including the quality manual, procedures, and forms.
• Review QC plans and ITPs to ensure contract requirements are met before work begins.
• Audit designer and QC programs against approved plans and report on actual practice.
• Oversee nonconformance reporting from identification to disposition and closure.
• Verify materials testing and independent assurance testing are performed and results traceable.
