City of New York’s Department of Finance seeks a Principal Administrative Associate to support Compliance and Quality Assurance within Property Valuation and Tax Mapping. Responsibilities

  • Ensure unit staff have all systems needed to process Primary Residence Verification appeals and liaise with other DOF units to mitigate issues.
  • Communicate and document Non-Primary Residence Surcharge issues with borough walk-in centers and DOF customer service; assist with CRM responses.
  • Process Non-Primary Residence Surcharge primary residence verification appeals and document decisions for knowledge retention; develop expertise in LLC/Trust ownership.
  • Document decisions and reason-code issues for PRV and Market Value appeals; provide support for related work and processes.
  • Provide general administrative support to business units and assist with special projects beyond the surcharge.
  • Monitor and create reports for random sampling of processing work using the Property Tax System and other databases; review for procedural issues and integrity checks.
  • Complete ad hoc requests for Property Valuation or Property Exemption related work.

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

The Property Division’s Compliance and Quality Assurance Units, serve as independent functions that promote quality assurance, consistency, and integrity in property valuation, property exemptions, and the administration of the Non-Primary Residence Surcharge. The units also assist with Primary Residence Verification (PRV) exemption requests submitted by property owners who disagree with DOF determination regarding PRV eligibility and subsequently the surcharge levy.

The overall goal is to ensure the accuracy and the integrity of the assessment role, including matters related to the Non-Primary Residence surcharge; promote the consistent application of policies and procedures by assessors and processors; foster transparency, accountability, and integrity throughout the assessment process; and provide recommendations to improve operations, training, resource development, and business processes.

Reporting to the Senior Director of Compliance and Quality Assurance, the selected candidate's duties and responsibilities will include, but are not limited to the following:

  • Ensure unit staff has all systems needed to process Primary Residence Verification appeals for the Non-Primary Residence Surcharge and liaise with other units in the DOF, to mitigate any issues that arise.
  • Communicate and document Non-Primary Residence Surcharge issues with the DOF borough walk in centers as well as DOF customer service / community affairs unit. Assist with CRM responses for property owners or property reps who contact the unit via a dedicated channel.
  • Process Non-Primary Residence Surcharge primary residence verification appeals, documenting decisions made to allow for the documenting and gaining of institutional knowledge of decisions per the initial years of the surcharge levy. Develop or enhance an expertise in LLC and/or Trust ownership.
  • Document decisions and reason code issues concerning Non-Primary Residence Surcharge Tax Commission decisions, for both Primary Residence Verification appeals as well as Market Value appeal determinations.
  • Provide general administrative support to business units and assist with special projects outside of the Non-Primary Residence Surcharge.
  • Monitor and create reports as necessary for random sampling of processing work using the Property Tax System (PTS) and other property tax related proprietary databases; review reports to determine procedural and policy issues and as integrity checks.
  • Complete ad hoc requests for Property Valuation or Property Exemption related work or processes.
Additional Information:

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124
  1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" abov
