Qualifications

  • Bachelor's degree from an accredited college or university.
  • Two years of purchasing experience.
  • Experience with public procurement practices is preferred.

Responsibilities

By joining the Division of Financial Management Procurement Branch as a Purchasing Officer II in FranklinCounty, you will have the opportunity to support the Cabinet's procurement operations by performingprofessional-level purchasing duties involving the procurement and payment of goods and non-professionalservices. You will conduct purchasing activities within the agency's Small Purchase Authority, monitorpurchases for conformance with the Kentucky Model Procurement Code (KRS Chapter 45A), and ensure transactionscomply with applicable procurement laws, regulations, policies, procedures, and established procurementrequirements.

Holders of the Purchasing Officer II position will complete tasks such as:

  • Review and process procurement and payment documents to ensure accuracy, completeness, and compliance withapplicable procurement policies and procedures.
  • Monitor purchases for conformance with the Kentucky Model Procurement Code (KRS Chapter 45A) and provideprocurement guidance and assistance to agency staff.
  • Create and process requisitions for purchases that exceed the agency's Small Purchase Authority for reviewand approval by the Finance and Administration Cabinet.
  • Develop and issue requests for quotes, evaluate vendor responses, and assist with the selection and awardprocess.
  • Procure goods and non-professional services within the agency's assigned Small Purchase Authority.

Holders of this job will learn the following skills:

  • Knowledge of Kentucky procurement laws, regulations, policies, and procedures.
  • Skills in reviewing procurement and payment documents for accuracy, compliance, and completeness.
  • Experience utilizing state procurement and financial systems to process requisitions, purchasing documents,and payments.
  • Experience conducting quote solicitations, evaluating vendor responses, and completing purchasingtransactions.

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Knowledge of purchasing principles and public procurement practices.
  • Experience purchasing goods and services, obtaining quotes, evaluating vendor responses, or processingprocurement documents.
  • Strong organizational and analytical skills with the ability to manage multiple purchasing transactions anddeadlines
  • Strong written and verbal communication skills and the ability to provide customer service and procurementguidance to agency staff.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of purchasing experience.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
